Geddie & Associates, Inc., is a well established governmental affairs
and legislative services firm located in Montgomery, Alabama.
Organized in 1985 by Joseph L. Fine and Robert B. Geddie, the firm
represents a cadre of blue chip corporate clients and business interests
before the Alabama legislature and various departments of state government.

Joe
Fine grew up in Cullman County and attended public schools in
Hanceville.
After graduating from the University of Alabama, he received
his LLB from the University of Alabama Law School. Fine maintained
an active law practice in Russellville, Alabama, for 33 years.
He was elected to the Alabama State Senate in 1970, and served
two terms. During his second term, he served as President Pro Tem.
While in the Senate, Fine was named by the Alabama Press
Association as the most effective
member of the State Senate and received numerous other awards
and honors during his tenure.
He has previously served as District Attorney for Franklin County
and Assistant Insurance Commissioner for the State of Alabama.
He presently serves on the Board of Trustees at the University
of Alabama.

Bob
Geddie grew up in Elmore County and attended public schools
in Robinson Springs and Wetumpka. After graduating from Marion
Military Institute (A.A.) and Auburn University (BA), he joined
the Washington staff of the late U.S. Senator John Sparkman
as Sparksman's legislative assistant. He later coordinated Sparkman's
Alabama offices.
Geddie served for four years as Legislative Liaison and as Executive
Assistant to Governor Fob James. He was the Governor's representative
to the National Governor's Association, Interstate Mining Compact
and the Tennessee-Tombigbee Commission.
Prior to forming Fine Geddie & Associates in 1985, he was Director
of State Governmental Affairs for Alabama Power Company.

Clark
Fine grew up in Russellville, Alabama. He earned a BBA from
the University of Mississippi and also received the degree of
Juris Doctor from the University of Alabama School of Law.
Prior to joining Fine Geddie in 1990, Clark practiced with the
law firm of Balch & Bingham in Birmingham. During his four years
with Balch & Bingham, his practice focused on the Natural Resources,
Energy and Environment law section of the firm.
Clark has been an adjunct professor at Jones School of Law and
has served
as a Deputy District Attorney for Montgomery County.

Lamar
P. Higgins, a native of Marbury, Alabama, is a graduate of
Troy University. While at Troy, he was elected president of
the student body and served as the student representative on
the Board of Trustees.
After graduating from Troy, he joined the Governor's staff as
Legislative Assistant where he coordinated departmental legislation
among other duties.
Lamar continued his career at the U.S. Space & Rocket Center
in Huntsville, Alabama, serving as an Assistant to the Director
and Assistant Director for Human Resources Department. He later
served as the Equal Employment Officer for the City of Huntsville,
Alabama, and Assistant Director of the Alabama Department of
Economic & Community Affairs (ADECA).
While at ADECA, he supervised the department's 11 divisions
and guided over $18 million in federal grant money to cities,
counties and corporations across the state. Lamar joined Fine
Geddie as a registered lobbyist in 1995. He is a member of the
Troy University System Board of Trustees.

Ben Patterson grew up in Florence Alabama. He is a graduate of the University of
Alabama and earned his Ph.D. from University of Alabama where, as a graduate
student, he taught seminars in State and Local Government and American Politics.
Prior to joining Fine Geddie in 2004, Ben served as the Deputy Finance Director for the
State of Alabama under Governor Bob Riley. He had previously served as Assistant
Finance Director under Governor Don Siegelman from 1999 until 2000, where he also
held the position of Chief Information Officer, overseeing the State's technology
acquisitions. During his tenures in state government, Ben gained a thorough
understanding of government operations as well as state budgets and Alabama's tax
structure complexities. He was a lobbyist for fiscal matters for both governors.
Ben also served as the Director of Governmental Relations for the Alabama Bankers
Association from 2000 until 2003 where he was the principal advocate for the state
banking industry. His first position after completing graduate school was as a Manager
of Legislative Affairs for the Business Council of Alabama.

Cheryl
Farrow joined Fine Geddie in 1986 and has been an integral part
of the firm's success.
She graduated from Elmore County High School and holds a B.A.
degree from Huntingdon College. During her employment with the
House of Representatives, she served as committee clerk for
numerous legislative committees, including the House Ways and
Means Committee. Prior to joining Fine Geddie, she worked with
the Alabama Railroad Association.

Jana
Waters, a native of Lexington, Kentucky, is a 1978 graduate of Jefferson Davis High School in Montgomery. Prior to joining Fine Geddie in 1998, she was office manager for 15 years for the court reporting firm, Richard Wilson & Associates, here in Montgomery. During legislative sessions, Jana coordinates bill tracking information and weekly reports.
